It is a security thing. The audio and video files are separate. You're not missing much really. it's basically identical to the men's bathroom scene in Matrix Reloaded.
It's in Matrix Reloaded when Trinity, Neo, and Morpheus meet the Merovingian the first time. It's pretty much the exact same scene. However in the movie you got ugly ass Keannu Reeves kissing her, and in the game you have her royal hotness Jada Pinkett-Smith. Of course in the game she (Persephone) also kisses the guy that plays Ghost (some asian dude) if you choose to play as him instead of Niobe.
Probably a security thing on the game. I can hear it in-game, but I can't copy the file from the game with sound. Other people who have put up this clip haven't been able to get the sound with it, either.
