  • Most likely this was from 1981 or later since, as other posters have pointed out, it wasn't called TV Tokyo until that year. Previously it was Tokyo 12 Channel (Tokyo Ju-ni Channeru).

  • Yes. But there are two things you should know, the first being that these kind of animations (while visually impressive) are not so cost-prohibitive that a country like Japan couldn't make them, leading to my next point.

    Japan in 1979 had a per capita GNP equal to that of Great Britain and in fact higher than Italy or New Zealand. Granted, it was still only about 70% of the U.S. per capita GNP at the same time.
