Yes. But there are two things you should know, the first being that these kind of animations (while visually impressive) are not so cost-prohibitive that a country like Japan couldn't make them, leading to my next point.
Japan in 1979 had a per capita GNP equal to that of Great Britain and in fact higher than Italy or New Zealand. Granted, it was still only about 70% of the U.S. per capita GNP at the same time.
