Breeders don't require a vast amount of land. It requires a sense of responsibility and what's in the best interest of the dog. So yes, these folks are to blame.

Of course you can be a breeder living in a 500-900 sqft apartment. but wouldnt it be better if you have a better environment for the puppies. I, too, am a dog lover, and i purchased my dog from a breeder, so don't mistaken me for saying good things for the ppl. I am just saying that hk location restricts many things. E.g., how often would you see a dog park in hk. Of course a breeder requires a sense of responsibility and they are also responsible for providing a good environment to the dogs.
