The voice doesn't have to be same. The voiceover in P4 are awesome and that includes Chie. The only times you'll get annoyed in her voice is on the beginning of the game.

yeah thats how you pronounce it in japanese. "ri" and "se" are both characters in the japanese language. consider sake (the drink) pronounced "sah-keh".
