The designers are partially liable.

Although there is a sign, human beings make mistakes and sometimes tourists can't read signs that are non-standard, unexpected, and all text. If the engineers had any real brains, they would have put in a PAIR of posts. One set is always flush but comes up behind the bus as it waits for the first set. My opinion of French and English engineers is now vastly lower, and for once I'm actually happy we have the civil liability laws we do here.

No, there are place that have similar systems in the US but mostly they are used for high security stuff and not bus lanes. At the Y-12 plant in Oak Ridge they have one but it isn't nice enough to stop if there is a vehicle it hits. It will completely lift a car off the ground.
