Huh? The poem is about the Soviets and their allies who crushed the "Prague Spring" in August 1968. Nixon didn't take office (as president) until 1969, so he hadn't had the opportunity to subjugate anyone yet.

I do belive that "the ogre" was a reference to Brezhnev and the Warsaw pact invasion not Nixon.
