@IWill0nlyLoveMyself if you are going to make your costume, make sure that you buy a plain white long sleeved shirt that fits you, then go to JoAnns or any other fabric store that has the fabric you need for your skirt and sailor fuku. I recommend making your headband because it'll look much better then the crapppy ones that you see. Also, buy a wig on Ebay and if it needs trimming, trim it!!! Remember, you are trying to bring the character to life, so don't mess up:)
