@monkeybash3000 It was never explained in the series but fans speculate the DNA came from Silverbolt since he was the only character with wolf in him (and he became a general of Megatron so there was access to the DNA). Otherwise it might be like Nightscream, scanning the fossils of some past creature. But it's really not said so we can only guess.
