If you're flexible enough and good enough you can do these moves without lifting your feet off the ground like sunandsurf said. Obviously you won't get max speed that way, but it is a fun skill to have.

He's good. In the begining if you find lifting the front foot off the ground and landing it over the backward foot too hard (i.e. hard to balance) you can actually leave it on the ground but snake it from side to side during the turn using more edge on that foot to snake it properly - you can still completely cross the front foot over the rear foot to get the power. And it works the same on ice except you need more edge, so it's slightly harder on ice (but almost the same).
