He didn't make this up. According to the "curse," the cities' sports teams' have been cursed ever since Liberty Plaza went up in the 80's. Up until then, unlike NY or Chicago, Philadelphia city ordinances stated that no building could be taller than City Hall, which William Penn stands on. And this was how he took his revenge. However, now that Comcast Tower is almost finished, they have placed a much smaller replica of the statue on top. So hopefully our hopes are improving.
