The Democrats don't want to make ANY moves that will jeopardize the swing voters in '08. These swing voters are, primarily, AVID "Support the Troops" people. It's a strategy of give Bush and the Republicans most of what they want. If it works, fine, the Dems are a part of that success. If not, it's, "Hey, this is what Bush and the Republicans wanted."
i think some of it is playing the hand you're dealt and what you say is true to a good degree..i wouldn't say its the only factor...but certainly one.
I'm not talking about "independent" voters. A lot of voters who call themselves independent are disgruntled Dems and Repubs who will go back into the fold come election day. I'm talking about the true swing vote in the middle that has been there for decades. These folks are fully behind the troops and the Repubs have fogged the issue of war to mean "If you don't support the war, you don't support our troops." That's why Barack and Hillary have been tip-toeing around the issue.
