It was the flood of 96, two years after the aspen fire on Mount Lemmon. People use propane on the mountain, so it probably came from somones cabin.

There is a lot of debris in the washes. I've seen old cars, grills, construction debris, you name it. People seem to use the washes as a dumping ground.

This movie is really spooky, like, you can't really see what it is that floats by and the whole time I was watching there was something in my mind getting ready for, oh shit, that's a dead body or something equally terrifying.
