i think they are a form of noppera-bo (faceless ghosts). The question 'is the ghost's face like this?' is what the ghost asks once the 'traveler' tells the next person they see of their eerie encounter. Of course, that person they tell is the next noppera-bo and instantly is found to have no face when it turns around.
