@kiimwow Safe Mode is the diagnostic mode of Windows and does not allow certain functions. It loads only a basic video driver with a low resolution, which explains the different aspect of your programs and the Windows desktop. Also I tested XP Home and found sound drivers are not loaded. If you wanted sound then you wold have perform a tweak and load the drivers. BTW why do you want to play sounds or music in safe mode? Can you hear or play sounds in normal mode?
@TehCCL Microsoft says you can only do it two ways:
1. Only if you have previously created a password reset disk
2. if you can log on as an administrator to reset password to your account.
If you do not have a reset disk or cannot log on as an administrator, unfortunately, you may have to reinstall Windows XP and all other programs that were installed on the computer before you can use the computer again.
