This is really awesome... It means that only all the parties together can decrypt the vote, that manual recount is possible and tampering with the machines is useless.
It would be better if he used "anonymous" in place of "secret". He doesn't deal with chain of custody/proof or scans that are correct but incomplete and he doesn't deal with purposeful stray marks (marked ballots).
There was an unexplained bar code.
Could ripping the candidate's names away from the marks make the ballot unverifiable? (or is that what the bar code is for).
Simple anonymity, not multiple layers of encryption is what's needed.
