It depends on your budget. The HD5850 would be the best card to get but if all you can spend or want to spend is around €80-90 then the HD5670 is the best way to go for a DX11 card.
Can't say for sure. Benchmarks at least say the GTS 450 is a little better than the HD5670 in performance but the HD5670 uses little power (doesn't need a 6-pin connector), low profile and stays cool.

Yeah, 62FPS with no drops. Although I can get higher than 30FPS while recording the game with Fraps....I just see no point in setting Fraps to be higher than 30FPS because YouTube compresses and re-encodes videos to 30FPS regardless.
@LordReserei01 Even though Youtube re-encodes all uploaded videos to 30FPS , videos recorded in higher then 30FPS will look even smoother after being dropped down to 30FPS. Although there is no need for you to to that because the videos look very smooth and adding higher FPS in recording could also make the videos look choppy if its putting a lot of strain on your CPU.
