CAPER was not a spin off of the monkees. Every 10 to 15 years after the Monkees someone would decide to resusitate the idea of 4 boys and songs for that generation. The only spinoff would be the New Monkees in the 80s.
Sorry guy. The actor who played the the nasty old man on "Seinfeld" was Bill Erwin. He was in the pilot and "The Old Man" episodes.
Robert Emhardt played police Sergeant Vinton in this series. Emhardt retired from acting in 1982 and passed away in 1994. Mister Emhardt did a wonderful impression of Sydney Greenstreet from "Casablanca."

The actor playing that police officer at the beginning was on a "Seinfeld" episode where he played a nasty old man that Jerry had to deal with.
