Your reply is inherently contradictory. You seem to argue that the bill was not about amnesty, penalties are punishment, amnesty is not about punishment, etc. Which is it? And, oh by the way, penalties or not, the bill was all about Amnesty...see the definition. BTW, I read both bills entirely several times and understand them very well.
