For sure the threat would create sudden stress to doggies and lead to unexpected outcomes in them, like losing control to run away or to attack people. Who's gonna responsible for any accident happened in such circumstances?
I m the dog owner of ali. Indeed when the band started to play again, my dog Ali was trying to ran away again off the leash! It is absolutely ridiculous to hold such an event at that location. The band sound was loud enough to cover my voice in the video. Dogs' hearing are much more sensitive than human. Have the LCSD ever thought that the band sound would be a threat to dogs???
