You can't and a small static discharge can damage the board. That's why you use wrist strap when computer is not plugged in. When it is plugged you don't need a wrist strap but do need an anti static pad under computer and under feet. This will grantee no damage is done to any parts of your self.

theoretically you can do this but you have to make sure the new motherboard supports all your components (especially your processor - and stuff like graphics cards etc)
I've built like 30 computers in my time and I use a magnetic screw driver every time and I've never once had a problem with anything I've built or upgraded!
1. You Don't touch the motherboard without proper ESD protection. You could potentially kill your mobo.
2. You only use the paper washers when there is no metal washer around the screw holes. The screws need to contact the small metal rings around the screw holes for proper grounding.

This is not the way of how to install motherboard. No one would like to take in and out the motherboard for just testing on how to install it. By the way the base screws maybe change place depend on your motherboard guy. I would not recommend to install memory before screwed first.

It's best you buy a nice cast for like a hundred USD. It's probably more practical to do that. If that's a little too pricey consider me. In my country a PC "rip-off small" case is $800.00. It's in your best interest to jus' buy a new one buddy.
