He needs a bigger tank. Room to grow and room to hunt. Get him some bigger fish, too. One of those won't even come close to satisfying him-- just enough to tease him, and probably piss him off. Snappers also like things to rest under-- some kind of cover. We have a stack of bricks in our tank, set up like a bridge. It's a perfect resting cover for the turtle. If you really want an entertaining hunt to watch, get him some crayfish.

As others have said - That turtle seriously needs a bigger tank and there's way too much water in there. That setup is borderline animal cruelty.
