@Maloperverso At this particular point in time he is weaker than goku because he hasn't awakened the SSJ2 form yet. But he is stronger than vegeta, hence vegeta's clear shock at gohans intial power display, trunks is stronger than vegeta too but only in his overcharge bulky SSJ state. Goku is currently the strongest out of the lot but knows gohan has access to SSJ2. Piccolo realises goku is still stronger hence his scepticism at gokus decision to let gohan fight. Hope this helps
