Below 25k a year it is roughly 18% of your income that gets taxed.

I would stress the fact that the only businesses that will be able to pay for these extra costs are the large corporations that are already paying for it. In a sense, this bill (like so many others) is a way to crowd out small businesses and give the large corporations more market share.
