If you lived in Tucson (very much a mix of Mexican and American cultures) you would know that we have a celebration here called the All Soul's Procession for Dia De Los Muertos where the entire community is invited to do the sugar skull makeup and parade through Downtown. It is completely acceptable to wear this makeup on Halloween also and it should not offend anyone. This girl is not copying any individual, she is just doing a sugar skull style which no one owns.

Hi i'm from mexico and you have one of the best "Catrina" make up tutorials, here in Mexico the most important character in the tradition is the Catrina (the sugar skull) and you give to me an idea for my halloween costume, but the next time you try to put the flowers on the top of your head or maybe put it in a hat.

you can use baby powder to set the white makeup as well. its important to put eyeshadow over the creme pencils, to set them, or they will just melt off as you sweat & wear them Great job!!
