Policeman's Benevolent Association - they are cards that you can show cops to get out of tickets. you get them by donating money to policemans associations. Cops will often tell you to f*** yourself if you try and use them.

Opie's right, if he didn't get a ticket, he won. It doesn't matter if he lost his cards, he's been pulled over for this less than a month ago by the same cop, and he almost insulted him by trying to bribe his way out with his job and his cards. He is EXTREMELY lucky to not get a ticket, or even to keep his licence for that matter.
