That is Maho Beach on St. Maarten. I've been there. It's hilarious to watch people get blown around when the planes take off. If you hang on to the fence tightly you can get blown off your feet while still holding on. They call it "riding the fence." Just make sure you wear a towel around your head to protect your face.
