He was not a monarch, beholden to the people he rules. There is a big difference and it depends on who they serve in their capacity as ruler.

I ditto that notion. There have been reports that NGOs (non-govermental organizations) have been risking themselves and their own security to deliver water and food. They just can't sit around and watch without being active. (USAID, UN and US military are barely making a dent in the hundreds of thousands who need just a simple drink of water) I commend them ALL in this crisis for being selfless in these traumatic times. I am utterly shocked by the slow distribution of needed supplies.  Kudos to the small NGOs that are risking their lives to get needed supplies (albeit in small quantities) out to the victims. Time is running out for victims. . .
