It doesn't have to be in the same round aswell :) I got three in my first round then played again and the first time I hit it I got the achievement

when i go to gold course theirs no bit were you can start playing. nothing allows you too play it. the only thing that allows you to play golf is the first mission on gta. But that isnt flags

no dude, right at the front entrance, near the entrance of the bowling alley. you probably just jumped over the fence....
