@KaunterStraikSours It was released as a game in 2007. The game in the video is Team Fortress 2. Numlocked lowered his graphics with either Rivatuner or ATI Tray Tools to receive a framerate boost and to have a clearer view of player models and map geometry. I hope this cleared it up for you.
