DPSS laser output spikes on power up and generally settles down to around it's rated power level as the temperature and input voltage stabilize. This can take 5-15 minutes. That's one of the pitfalls of purchasing from less than honest ebay sellers. They will often quote the peak output instead of the rated, nominal output so it looks like you are getting a great deal.
