Actually I think you're the one who sort of missed the point. It gradually becomes questions that aren't really even questions. There is no capital of Cleveland, tangible is him saying the wrong word and nobody noticing it, etc. He gave real answers at the beginning to gradually transition into the joke without it being obvious.
