1/9/10: After Sen. Harry Reid was able to bribe and cajole 60 Democrat and Independent Senators to vote for "cloture" and pass the Senate version of ObamaCare, Sen. Jim DeMint (R-SC) engineered an "objection to the appointment of the conferees". What that means is this: The U.S. Constitution, in Article I, Section 7.2, specifies that every bill has to pass both houses of Congress before it can be signed into law. However, it has to be the exact same bill that passes.
However, it has to be the exact same bill that passes. That usually means that, when a bill is amended in one house (like the Senate amended the House bill, in order to get the 60 votes needed to pass it), a "conference committee" is appointed with members of both houses to "iron out" the differences, and then each house votes on the final compromise bill with no amendments allowed. That's what usually happens... BUT NOT THIS TIME!
THIS TIME, Republican Leader McConnell (at the behest of Sen. DeMint) actually objected to the appointment of the conferees -- something that's almost never done. That means that the Senate ObamaCare bill must be amended on the House floor to gain the votes they need to pass it on the House floor.
And, because of Sen. DeMint's objection to the appointment of the conferees, there will be no conference, or conference report. Democrats can resort to a fallback: they can propose a motion to appoint conferees, but that motion is subject to filibuster.
It would likely require three separate cloture votes just to pass the motion to appoint conferees! So -- the Senate bill goes back to the House, which will have to debate it all over again... including amending it. If the House amends the Senate bill, they then have to send the amended bill back to the Senate -- where all the 60 vote margin cloture votes still apply -- cloture on the motion to proceed, cloture to end the filibuster, and cloture on any amendment.
You can bet that the House WILL amend the Senate bill. There are PLENTY of disagreements among Democrats in the House over Harry Reid's compromise bill, in areas like abortion, the public option, illegal immigrant coverage, taxation of union health care plans, and the degree of subsidy available for purchase of health care. Any ONE of these can SINK Obamacare.
P.S. The House of Representatives is slated to return on January 12, 2010, and the US Senate on January 19, 2010. Even before that, though, leaders in the House and Senate are planning closed-door backroom meetings to negotiate all of their "deals" to try and get this thing passed.

@buddy34 : The section says nothing about "non-US citizens" or immigrants, legal or otherwise. In fact, the legislation specifically states that "undocumented aliens" will not be eligible for credits to help them buy health insurance, in Section 246 on page 143.

You can't make a law that includes language making it illegal to change that same law. That's simply laughable. The power to pass is the power to repeal. 1) It does not refer to the Bill. It refers only to the Subsection 3403
2) 3403 is about the creation of the Independent Medicare Advisory Board.
3) The IMAB is set up to recommend changes to Medicare to limit its spending growth.
4) Page 1,020 only prevents the way the board is created from being changed, not the way it works or it's duties.
5) This legislation can be both blocked by Congress and waived by a 60-vote majority in the Senate.

Hey, Dillon, fool, there is no wall betwen Church & State spelled out in our Constitution. Our Founding Fathers NEVER designed such a wall-- but the Constitution somewhere along the way was misinterpreted and this false "wall" thrown in. Nowhere in the Constitution does it say that the "State" should have the ability to remove religious symbols from public places, just because it "offends" someone. When this is done, it's taking away the rights of some people to appease the complainers.

This bill is dead on arrival. In the latest Fox News pole 97% of of 100K respondents say that mandates are unconstitutional.
If the federal government no longer acknowledges any limitations to their authority, they're no longer government officials. They're criminals guilty of high crimes. The only powers that we've granted are created and defined by the constitution.
Criminals don't get to write law, and the Republicans are just as guilty for even implying that they can.

The mandate that fines you or can put you in jail for not buying healthcare is UNCONSTITUTIONAL. They know it and admitted as much but don't care because they don't care about the American people at all. This bill is a monstrosity of taxing the middle class.
