A Split Second has more in common with Public Relations or Section 25 than Sisters of Mercy. Although they do adopt some of the latter's visual style for this video.
I have had this melody stuck in my head for YEARS, and I finally found who did it. Heard it remixed on Evil Acid Barons video from 1988, it used this melody in one of its transitions.
