Outside of the frame and just west of the grade crossing there is an interlocking plant. If a westbound train has double red signals, the engineer will stop short of the grade crossing but the lights, bells, and gates would be activated. If a westbound is stopped long enough the gates will go up. Since the August 1991 accident westbound commuter trains making station stops will block the crossing if the signals indicate proceed.

Someone got hit at that crossing in 1991 it was recorded by a rail fan it is on youtube type in Hit by train downers grove 1991.
