If I recall correctly (b/c Robert Baer wrote about it in his spy memoir, See No Evil), many of the agents who were fired were called "access agents." They weren't "case officers" -- American spies. And, many weren't true "agents" -- foreign spies. Access agents are more like important middlemen/sources who connect the American spies to foreign spies in hostile territory (i.e., the ones who have access to secrets). Turner probably underestimated their value to America...
