The vapor coming out of the end of the condenser are supposed to bubble through the water; this is supposed to help in the process of condensation. It makes no sense to simply have the condensed mercury drip into the water, might as well just set a cup there.

now where is the part about reusing the mercury ... I thought it just reconstituted it's self as it cooled and could be reused
