The kids may have made the snowman but that doesn't mean the driver is immediately out of options and has absolutely no choice but to drive through the snowman. When kids are in your care you have to ensure their safety. The snow could've blinded the window and caused an accident. It was stupid of the kids but careless of the driver.

The only risk I see is that he drove on the wrong side of the road to hit the snowman (although, it appeared to be a clear day and no one was on the other side of the road) and the risk of black ice. I see how it could be perceived as dangerous. Given that he was driving a bus full of kids, the driver has an obligation to act extremely cautiously and conservatively.

Because the snowman easily could've been covering a big rock or something that could've severely damaged the bus and hurt some people inside.
