Rachel couldn't leave Emma so she brought Judy Along ( Ross' mother ) to watch Emma in the restaurant. When Phoebe wants to speak, Rachel's always looking/talking about Emma, so Phoebe flips out when Rachel says something along the lines ' She just dropped her sock, JUDY! JUDY! Pick up the sock! '.
