There are 2 engines I believe, each with 1 blower and 2 turbos. The blower creates boost at low RPM before the turbos spool up, and then when there is enough exhaust flow the turbos can take over and create far more boost than the blower at higher RPMs.
Its both. 2 cycle Detroits have blowers that are mainly used to push the exhaust out due to the fact that it fires every time the cylinder hits the top, unlike a 4 cycle engine. Turbo's are just added to create more boost at a higher rpm level, where a blower can do the job much better and efficiently. There is a huge difference in between 2 and 4 cycle engines.
