I believe the force necessary to arrest this person, assuming the officers had reasonable suspicion to detain him, was excessive considering this person was not posing any apparent danger. I'm not sure what he was suspected of, but the officers MANHANDLING him and forcing him to sit Indian style is beyond. He had cuffs on, where was he going.
