The only way I can see this as being justified is if he tried to pull a gun or knife out on the officers. Something that you wouldn't be able to see from the camera footage. However the chargers should of included something along those lines so in essence it was in my opinon excessive force.

This is a clear example of out of control cops!!! Those cops had one agenda and only one agenda and that was to beat someone up. Then they try to cover up their tracks.
