No, the psp game that's coming out in September isn't a filler. It takes place 10 years before the first kingdom hearts and actually answers a lot of players' questions about the game series. Especially why Roxas is Sora's nobody and Roxas's connection with Ventus.

Game also is supposed to explain how the organization got formed, who is Xemnas anyways, and to give us more of an insight as to how keyblade wielders are chosen.

The Days game was an uneeded filler though, I'll give you that.
