I know roms are illegal, but I don't find a big problem if the rom is MARIO PAINT.

Yes zito, it was, but it would be harder to do in mario paint.

The tempo would probably need to be sped up so the notes could be closer together, which would involve re doing the whole timing of the notes.

Dunno why some idiots are giving you the thumbs down, because you are right. Both games were made by the same development team (EAD) and Super Mario Kart did use the F Zero code as a base. Anyone who has played both games can see how the Mode 7 technology is used in the same way for both titles.
