Honestly man, if you believe that 95% of the Wehrmacht was Nazi then you're dead wrong. Look at Rommel in North Africa, he didn't submit to the Nazi ideals. Neither did his troops, which would equate to more like just 5% of the Wehrmacht and Heer. That's just one example.

Before Barbarossa was launched in 1941, he made it crystal clear to everyone involved in the operation that the war in the East would be more than a traditional war. It would be a genocidal war, and the Wehrmacht high command did not disobey. Not every individual soldier was a Nazi, but many of them did what was expected by Hitler
