2) Why not have a star rating available in the toolbar when viewing videos as full screen? In the HD world of video we're in now, a lot of viewers will be strictly looking at videos in full screen and moving along to other videos through annotations - not really spending time looking at the stars thinking they should click one of them.
Just my thoughts - and probably misplaced but like I said - can't find somehow to submit user ideas/improvements to YouTube - maybe Phil can.
I don't know how much communication you have with YouTube regarding their site or if they'd care if you suggested something... but I surely can't find a link to email them anywhere on their site for making suggestions (I guess they really are loosing their "You" in YouTube)
A few things that would be nice:
1) They've changed the comments layout for when you click "View All 9,352 comments" which is actually pretty sweet - but on that new page it opens, you can click thumbs up/down but can't view
