It's because the animators didn't stick with the manga story line and things got mixed up. In Tokyo Mew Mew Vol. 3 (end of it) and Vol. 4 (beginning of it) Ryou (elliot) wanted to test that very theory, so he asked Ichigo (zoey) to kiss him. Just before their lips touched he pulled back and explained that it wasn't kissing that turned her into a cat, it was the intense exitment of the thought. An I quote, "Kissing has absolutely nothing to do with it!" :/
