Though he dissapears frequently he does stay in town (unless your game got fucked), check in and around the water staton as well as the diner and saloon.

P.S. if that dosent work try waiting and he might reappear, or try getting somewhere high and using vats to scope out ppl.... Good Luck

dude thanks! i found two of the three pipes and that last one drove me crazy for like an hour. i couldn't find the one on the roof which was conveniently the first one in this video.
