wait a few more months, but talk to him constantly. If you are the quiet type, or don't talk to him often, then he will be the same way. Also play music in the mornings & when you are away. That usually triggers my birds. LOL
@yocs007 My quaker, Leto, picked me out when he was 2 weeks old. All you need to is say the same things around your baby and within a few weeks he'll start practicing, probably when you aren't around and then when he feels comfortable that he can have an "intelligent" conversation with you he'll start talking around you.
When parrots 'speak' they usually move their lower mandible, which means you usually won't see it, you need to look for the feathers moving below the beak, that shows they are using their vocal chords.
He sits so still! My quaker would start exploring the area around the chair and then possibly start chewing on whatever could fit in his beak
