It seems that Arafat was hoping to somehow get through talks what he could not get through militancy, but never made counter offers, and never really promised to give up anything.
He never renounced the terror card, and would not give up right of return, despite $30B in promised aid.
Based on Ross's recollection, I think that Arafat FAILED his people utterly.
