it is for sure TopSolid.
who is the architect? was it made in the Berlage Institute?

Looks like its an bespoke add on to the ArcGIS platform from ESRI - the pedestrian flow part is definitely using the network analysis component of the package and the whole thing looks so seamless to be several packages working together.
